A survey was conducted in early 2008 among ISD Superintendents and Energy Managers in the state of Texas to measure interest in having a professional association for those responsible for energy management, focused on training, disseminating information and providing resources needed for increased energy efficiency. An overwhelming number of participants responded positively.
A steering committee composed of energy managers from six independent school districts across the state, along with representatives from the State Energy Conservation Office (SECO) and a few others who work with schools in energy management, met throughout the year to plan the formation of an association. By the end of 2008, TEMA was incorporated as a Texas non-profit corporation.
The six energy managers became the initial Board of Directors for the new Texas Energy Managers Association (TEMA). They were:
- Rebecca Cordeiro de Peredo - Spring Branch ISD
- Bruce Dschuden - Northside ISD
- Larry Harvey - Garland ISD
- Victor Melton - Carrollton-Farmers Branch ISD
- Glen Rhoden - Cypress-Fairbanks ISD
- Cesar Trevino - United ISD
